The judges only have access to full-speed replay because their only job is to judge an element on GOE/PCS. This is so they can make the correct decisions about rotations, levels, etc. The technical panel has access to the full gamut of replay functions - slo-mo, super slo-mo, frame-by-frame if necessary (though there are certain restrictions on when they can use that - super slo-mo is not permitted for take-offs, for example). With this in mind, the access to replays is different for the two panels according to their function. The technical panel is responsible for determining rotation, edges, falls, levels, illegal element deductions, etc. The other is the technical panel, made up of the technical controller, the technical specialist, and the assistant technical specialist, and supported by the data operator and replay operator. They are also responsible for a smattering of deductions - such as costume violation, costume failure, music violation, etc. These nine judges are responsible for GOE and PCS.
